There are couple of solutions to increase the phone performance i.e. increase the speed -
Install Froyo (Android 2.2) OS. Sprint already released it and Virgin Mobile USA will release it this Spring (They confirmed it again this week). Froyo will also allow us to install Apps to SD card and launch from there. It also allows to allocate memory Swap area on SD card. More memory space for swap will run Apps efficiently if not faster.
Or
Uninstall unnecessary Apps and keep minimum essential Apps running. Increased free available memory will increase the phone performance. Huge Apps like Angry birds will kill this phone's performance. I recommend at least 50 MB free RAM space on Samsung Intercept on Android 2.1 Eclair.
Or
If you have stomach to take risks, go to following link and do your reading/research and install mods for Android 2.1. I personally decided to wait for Froyo release on Virgin Mobile USA and I will decide for any mods after that.

Also, install Android Assistant - a free App in Android Market. It allows you to monitor what is running , what is launched at phone start up and allows to close the unwanted Apps. It also, has an option for Quick Boost to increase phone performance in a snap.
Also, install Go Launcher Ex from Android Market. It is free Home replacement App. It also allows to monitor what is running on the phone and one can close unnecessary Apps.
Also, phone performance problems are also sometimes linked to poor 3G Data connection, Many Apps launched at the same time and not in use, too much space occupied by App Cache, and badly programmed Apps.
Some tips:
Turn off special effects such as Auto Rotate, Transitions and Live Wall paper as they make CPU work more.
Get rid of Widgets as they need continuous CPU attention.
Reduce number of App icons per home screen. I use 4-6 App icons per home screen.
Install only Apps that are faster
Shut down the phone completely once a week or after every few days - recycling/rebooting phone works wonder for me.
Disable GPS Sync, Background Data and Sync, E-Mail Sync, etc.
